Which Vehicles Are Exempt From Smog Check in California?
"Exempt" means different things depending on which exemption applies — some vehicles never need a Smog Check, while others just get a temporary pass in exchange for a fee. Here's every category.
Which vehicles are permanently exempt?
- Fully electric vehicles — no tailpipe, no test, ever.
- Motorcycles — exempt from the Smog Check program entirely.
- Gasoline vehicles, model year 1975 and older — the classic-car cutoff.
- Diesel vehicles, model year 1997 and older, or any diesel vehicle over 14,000 lbs GVWR — heavy diesels are regulated separately from the Smog Check program.
Can I pay a fee instead of testing at registration renewal?
Gasoline, hybrid, and alternative-fuel vehicles eight model years old or newer skip the biennial test at registration renewal. Instead, California charges an annual smog abatement fee — $20 for vehicles six model years old or newer, $25 for vehicles seven or eight model years old. Once a vehicle ages past that window, the normal biennial test schedule kicks in.
Can I pay a fee instead of testing at ownership transfer?
This is a separate, narrower exemption from the renewal one above. Vehicles four model years old or newer are exempt from needing a Smog Check specifically when ownership changes hands — the new owner pays an $8 smog transfer fee instead. A car that's five years old, for instance, could still be exempt from testing at renewal (under the eight-year renewal rule) but require one at a change of ownership, depending on exactly how the transaction is structured.
Are family transfers exempt?
Transfers between immediate family members — spouse, domestic partner, parent, child, sibling, grandparent, or grandchild — are exempt from the Smog Check requirement regardless of vehicle age.

When do these exemptions not apply?
